Note:Ok,I've spying M.O.B how they dealin drugs,and smokin blunt's so I was spying them and after LF gone away.I did /mp This is LSPD Freeze,and he just run toward his bike without any /me,hoppin & driving off.

Was you at a close range when you told the player to stop, also did he steal the bike or was it already his?

i had my bike next to me and when i saw him i hop on bike and drove away he said freeze when i was already on bike

Cat/Hunter, This problem is not too much big that you come and reporting rappage in forums. I think if he ever ran to his bike and jumped and drove off without of any role-playing you could told him in his PM and warning him. Cause maybe that was mistake. I don't wanna warn Rappage because of this little problem. I'll tell him in game to take care of himself when he role-playing.
