Dispatch and Mask Improve/fix

- Dispatch chat was improved now undercover cops (in ANY skin) can see it also, also if you are not a cop you can't use dispatch chat anymore so use /call PD ID until I fix that 911 call.

- /mask was fixed also, so when you change interior (when you enter/exit building) it won't show your name..
