Boomboxes and vehicle radios

Boomboxes and vehicle radios are finally implemented! This update was at the top of my to-do list because I received a lot of requests to add them.

Boomboxes:
A boombox can be bought in every 24/7 store. You can get one for only $200. You can place your boombox anywhere (out of range of other boomboxes). You can change the playing song/radio station at any given moment (only when you're close enough). The rules have also been updated:

53. You cannot play songs or listen to radio stations on your boombox or in your vehicle that promote racism and/or hatred. Doing so can and will result in a ban.

Vehicle radios:
Vehicle radios are free. The command: /cradio is pretty self-explanatory. You do not need to toggle your radio before choosing a station; it is done automatically. Here's the good thing about the vehicle radio: when all the windows of your vehicle are up (closed) then only the players in the vehicle can hear the radio. If one of the windows are down (open), then everybody in the area can hear the radio.

This update has been tested with one player. So it may contain malfunctions. If it does, please report them back to me.

• /engine does not work with publicly accessible vehicles and the engine was by default turned off. This has been fixed;
  
• After testing the script once more, it appeared to have a lot of malfunctions. These have all been fixed;
  
• While in a vehicle, the IC chat was displayed twice. This has been fixed.
