Strange Sound Bug

Okay... so I've been playing SA for a LONG time, but specifically had this San Andreas on my PC for like.. a month or two. Recently, probably a few weeks, I notice strange noises which replace regular noises in the game. Sometimes I'm running, and after a while of playing, the running sound of the stepping is replaced by the high pitched sounds pedestrians make when they die or are scared. I need to make a video with FRAPS to explain clearly, sometimes I hear this high pitched pedestrian panic sounds in weapons, movement, even car acceleration. Must be some corrupted file of some sort.

Here are the sounds of pedestrians, imagine them on a more high pitched level.
Look on 4:29, those are the panic noises which I hear high pitched.

When I had same shit I was scared as fuck, lol. I had it once.

For anyone who doesn't understand.
Compiled this whole thing in a couple minutes, enjoy.

Hit "Run" on your Windows Start up menu.
Then something will appear saying "Type the name of the program...".
Type in "dxdiag" then you'll be launched to the DirectX Diagnostic Tool.
Go over to "Sound 1" and "Sound 2"
You'll notice DirectX features Hardware sound acceleration tool.
Set the slider to Basic Acceleration or Full Acceleration on SOUND 1 AND SOUND 2.
Then exit once you're done.
If this doesn't work then maybe you need to update your sound card or whatever.

try what micklo said and reply back. i know i've had this problem multiple times, but it goes away after i relog a few times or don't play for a while then go back ig and it's fine.
