You know,I want to make an Animated Picture,please don't tell http://gifsoup.com because that's just converting YouTube Videos into Animation,I want to make my own Animated Picture.Gif. Is there any Special Program for this or can someone give me a Tutorial?

Your soultion is there if you don't, theres a program called Virtual Dub it's free not illegal no torrents needed http://www.virtualdub.org/ All you do is download the YT video or clip and put the clip into virtual dub theres tutorials on youtube to show you how to resize or make your video fast/slow Question Solved, buddy?

Yes,I have Photoshop CS5 and GIMP,but I can't make a Gif with PS so I'll try with GIMP,anyway lock this!
