Well,I got my old computer because my laptop is broken.Now I lag as hell  but my ping is good.How to fix it?

I don't have any mod installed.I reinstalled GTA SA 3 times and nothing.I just tried with resetting my router,still nothing.I still lag xD

Perhaps simply the components your computer has are too low to run this game. (maybe)
