Use Spark IMG Editor [use google to find it], and open up gta_sa.img and then press "add" files and add all the snow files.

U can do it with Alci img editor
1st - When u install open it. 2nd-Choose blue book or whatever is it and press it and choose gta.img 3rd-When U do it press "Import" and choose ur mods img and txd 4th-Press SAVE and that0s it
