How to color title into blue?

Well if i get the Chief place,i want to know how can i color the title in the blue so please if somebody knows how to color title,tell me please.

Cmon man its so easy,when you writing a title from right side is some black box press on it and take a color wich you want

On the right side of where you write, there will be a small black box. Click on it then select your color from the menu.
