Ragga/Raggamuffin or Reggae. Fu-Schnickens are a rap group though.
Rappers that sound kind of like that are Mad Lion, Don Jagwarr, Born Jamericans and MC Jamalski. I don't know about strictly Ragga artists, try to dig some 80s/90s records on Youtube.
