!!! Police Problem !!!

Okay so guys, there are random noobs coming in, taking PD or cadet skins and deagle DBing.
Cops are now becoming a DM gang, what's going on?
Cops using M4s at daylight, stopping people for no reason then shooting them for no reason.
Today there was some guy named Smookar and he came and said "What's going here?".
Then he got off his bike, got in the back seat and did Deagle DB.
Same for many other noobs.
Some of these are Sean_Penn, Jhon_Blane, Powter, etc.
Any suggestions on how to stop these random noobs?

When I'm online I try to stop that,some people like boertie can't RP but they're trying atleast,I hate when I say them to take Cadet skin and to RP,this isn't DM server,I don't know what to do,I'm not admin I tell admins if they abuse our skins.

My solution would be scripting the entire police faction from the beginning again. With the knowledge we have now ill be able to prevent these situations for the future.

Maybe Admins or PD Leader and Co-Leader should get command /makecadet then he can use girl and cadet skin and /makeofficer then he can use officer skins and /makedetective then he can use Detective skins?Would be cool.

maybe some script like: only a player with some rank that the leader gave him can take PD skin, others just cadet skin. Maybe remove weapons for cadets?
