But,i don't think so that the leader of a gang knows all the members of the gang.If there is 100 guyz in one gang the leader knows them all?

The Leader should know all the members in it's gang, but the Co-Leader should still probbably be able to rag him, just to tell to the Leader about the guy that the Co-Leader wants to rag him. But, every gang has it's own rules.

So i can rag someone without any permission.

No, I said that you have to tell the Leader about the guy before ragging him.
